Territory Selection Section

The multi-county selector allows brokers to claim their exclusive territories:

Search Interface: Type county or state name to search
Multiple Selection: Add multiple counties to application
Availability Check: Only shows counties without existing partners
Visual Feedback: Selected counties shown as chips
